Create a gap between cup and breast by pulling cup away gently, and place your bra insert into the cup, ensuring that it fills up from the bottom of the cup.
Otherwise, you could create your own bra pocket by cutting a small slit at the side of the cup that touches your breasts. Just a small slit, mind you. Then, you can put in your bra insert.
